Brian Foisy
Vice President for the Division of Finance and Administration

Foisy brings nearly 20 years of experience in higher education finances to U of I, and he most recently served as vice president for Administration and Finance at Minot State University in Minot, North Dakota. Foisy has a bachelor’s degree and Master of Accountancy from Southern Utah University, where he also served as budget director from 1999 to 2004. He served as the assistant commissioner for financial services at the Office of the Commissioner for Higher Education in Salt Lake City from 2004 to 2008, and the vice president for Finance and Administrative Services at Utah College of Applied Technology from 2008 to 2010.
Lee joined the university in 2020 and brings over 10 years of operations management and industry perspective to his role as Division Operations Officer. He has a bachelor’s degree in Spanish and linguistics from the University of North Carolina and a master’s degree in business administration from Willamette University.
Always up for a challenge, Lee is passionate about process improvement. He uses systems approaches to solve complex business problems and thrives when working with compassionate and innovative groups. “I work with an amazing team,” Lee said. “Their experience, expertise and dedication makes the University of Idaho a safe and welcoming place for our students to learn and grow.”
Lee served as a Peace Corps volunteer in Panama for 5 years. He enjoys spending time outdoors cycling, running and fly fishing.
Linda earned a bachelor’s degree from Washington State University and an MBA from Boise State University. She is a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA) and has been a career-long member of the American Institute for CPAs. Linda is an active member of NACUBO and WACUBO, and was a NACUBO Fellow in 2019-2020.
When Linda joined the U of I in 2016, she was the University Controller. Since then, her responsibilities have grown and now serves as the Associate Vice President for Finance. She believes strong relationships will help achieve her goal of continuously improving systems, processes, and service levels across her team, as well as improving the overall financial health of the University.
Linda is a lifelong learner, curious about everything, and dreams big. “There are too many books and too little time!” she says. “I love that U of I is supportive of my big (and little) ideas that I conjure up to improve our work.”
Kim Salisbury
Associate Vice President, Budget and Planning

Kim is a proud Idaho native and has served the University of Idaho full time since 2011, first as an Accountant and now as an AVP, with a few stops in between. She received her BS and MAcct degrees from the U of I and is currently pursuing a PhD, also from the U of I. She holds a CMA, and is a member of IMA, NACUBO and WACUBO.
Kim works closely with senior leadership to apply resources to institutional priorities and acts as a liaison between academic and non-academic units. She actively engages with the university community and encourages her team and colleagues to do the same. Is it any wonder she says the best parts of her job are the people she works with and the friends she has made along the way?
At home, Kim enjoys time with her husband raising their two teenage boys. Their family spends time together traveling to national parks, gardening, snowmobiling, motorcycling, and supporting their local FFA Chapter.
As Assistant Vice President for Auxiliary Services, Cami is a change management leader with a focus on policy and program development. Cami holds a Bachelor of Science in secondary education from the University of Arizona and a Master of Science in Adult Organizational Learning and Leadership from University of Idaho. She came to U of I in 2001 as the Executive Director of Conferences, Events, Parking and Information Services, with work experience from Utah State University and the University of Arizona.
Cami lives and works by her motto of “calculated fearlessness” and encourages her team to do the same. “I work alongside the greatest people,” she says. “They are loyal, hardworking and always bring their A-Game.”
After working at a K-12 School District for 21 years, Brandi jumped to higher education in 2011 as Benefits Manager for the University of Idaho. She has been Director of Human Resources since 2013. Brandi thrives for the opportunity to influence the productivity and well-being of employees in the workplace and strives to create a positive organizational culture.
Not surprisingly, her favorite part of the job is the people she works with. “I enjoy helping people and couldn’t ask for better colleagues!” she says.
Outside the office, Brandi enjoys spending time with family and friends on the St. Joe River or beaches of Mexico.
Rusty has been at the U of I since 2018 – first as Executive Director of Recreation and Wellbeing and now as Director of Facilities Operations. Prior to becoming a Vandal, he served as the Vice President of Student Life and Director of Athletics at Glenville State University in West Virginia.
Rusty is also a University of Idaho student, pursuing a Ph.D. in Adult Organizational Learning and Leadership.
The best part of his job? “That’s easy,” he says. “Awakening the possibility in other people.”
Lydia holds a U of I bachelor’s degree in Communications. She has over 15 years of professional work experience on the Moscow campus, doing everything from planning special events to organizing volunteers to creating website copy to coordinating calendars. “I’m a little bit of a huckleberry,” she says with a smile. “Unique, versatile and hard to find.” Always striving to make a meaningful difference, Lydia enjoys helping other people build relationships and feel good about what they’re doing for the university.
Outside of work, Lydia loves searching for treasure and learning local history with her husband and two adult sons.
