TJ Bliss Ph.D., is a clinical assistant professor of Adult, Organizational Learning and Leadership at the University of Idaho. He also serves as the Chief Academic Officer for the Idaho State Board of Education. He was formerly the Chief Advancement Officer at the Wiki Education Foundation and an Education Program Officer at the William and Flora Hewlett Foundation. Through these roles, he has worked to increase access, affordability, and success for students at the international, national, state, and institutional levels. His current research investigates the impact of policy implementation in higher education contexts.
Dr. Bliss has published numerous journal articles in the field of Open Educational Resources (OER). With Dr. David Wiley, he co-developed the COUP (Costs, Outcomes, Uses, and Perceptions) research framework that has become foundational in OER research throughout the world. He was also deeply involved in the development and passage of the UNESCO Recommendation on OER and participates in international efforts related to implement the actions adopted through this high-level policy instrument.
